What can I use for scanning & modifying picture
at home. There's no way I can afford Photoshop!

ColorIt! -- $149 (Mac-only) is very nearly as good as Photoshop, with some features that are actually better. http://www.MicroFrontier.com/
Photo Deluxe -- $89.95 is Adobe's Photoshop knock-off. I haven't used it but I have heard good and bad things about it. http://www.adobe.com/prodindex/photodeluxe/main.html
Paint Shop Pro -- can create, edit, and use masks. It supports Twain-compliant scanners, and clipboard operations. Tools include eight different brushes, pen, pencil, marker, crayon, chalk, charcoal, airbrush, and paintbrush. http://www.jasc.com
