#113 Snazzy Roll-over Buttons

A reader writes to inquire about a technique found at http://www.oasisnews.com/
The buttons there seem to go 'neon' when the pointer is over them.
Of course you know the technique as a "Roll over" or "Mouse over" and although the example site is a bit garish and rude, I could understand the readers inquiry.The webmaster there either did not know how the effect was achieved, or would not tell, and the reader turned to Letters@ for an answer.
... I worked with the graphics for a while, with not much success to speak of, so once again we turned to expert Gary David Bouton for help...

David writes:
Yes, the rollover script was used on Oasis' site, but the alternate image that appears when you click on it was simple to create.

In Photoshop 4 and 5 there's a filter called "Glowing Edges". I recreated the logo, and applied Glowing Edges, and wound up with something *very* similar to what you sent to me. And then perhaps the web site designer played with the hue of the altered image a little. See what you think of the attached.
